You would say the man which has proovingly:
- used his power to influence social media to influence elections all over the free world
- ordered to attack their neighbour country
- restricts free speech among russian citizens
- kills opponents with the secret service all over the world
is a great source of reliable information? Or could it be that this man just says what serves his goals?

To be fair, heads of state are generally unreliable news sources. I don't know if Putin is more or less-reliable than, say, Trump or Ursula von der Leyen.
I don't really agree with what you say but yes, mostly it would be what serves his goals. So when he says we don't care about western Ukraine which was never part of Russia but we care about Odessa which is a russian city, i guess there are some conclusions to be made
