"Monarchy" exists on a spectrum. In the rare and idea state you can have a philosopher king. Most often you have the form thats worse than democracy which is called a despot or tyrant.
For those of us religous folk we actually do believe in the divine rights of kings, but good luck reviving that without God or Gandalf. Hence why philosphical anarchy is also an option.
