I completely understand where you're coming from, but I'm only slightly in favor of decriminalization over legalization only because legalization hurts the counter-economy. Then again, I suppose it doesn't really matter because there could still be black markets for unlicensed drug products.
I think the best solution would be alegal laws such as the Farm Bill in 2018 making drugs de facto legal.
