The arrest was made by police from the Child and Adolescent Victim Delegation in Rio, with the support of the São Paulo Civil Police and the National Public Security Secretariat. According to the police, the man began to be investigated at the beginning of the month after a report was filed by a ride-hailing app. A driver from the app suspected something was off when he received a request and, upon arriving at the pickup location, found that the passengers were two children. The American used a fake name to request the ride. The driver talked to the girls and they told him they were going to meet an older man who didn't speak Portuguese. According to the driver's statement, the girls didn't know how they knew the American and didn't have information about their destination. The case was reported to the app and the police were alerted. The suspect created and used multiple fake accounts with false names or those of other people to request rides. The foreigner was being monitored by the Civil Police in partnership with the app and the Internal Security Agency of the States. Investigators discovered the suspect's identity and criminal record in at least 13 states in the United States for crimes such as aggression, disorderly conduct, and resistance to arrest. According to the police, he identified himself as a sex tourist and a "passport bro" on social media profiles, a term used by people who travel to other countries and use their economic power to maintain sexual relationships. Among the cases investigated in Brazil is the transportation of four minors on December 18, from the Rocha neighborhood in the north of Rio, to Santo Cristo in the central region. On Saturday (20), monitoring showed that the American traveled from Rio to São Paulo, likely to flee Brazil. He was located and arrested on Monday, after a temporary arrest warrant was issued by the court for the crimes of raping a vulnerable person and facilitating child sexual exploitation. The suspect's passport was seized. Police found five flash drives, seven memory cards, a notebook, five cell phones, stuffed animals, a watch with a hidden camera, and several cell phone chips. The investigation continues to identify and locate other individuals involved in the scheme and to identify any unidentified victims.
