Easy (but way too often overlooked - including by this video): The 17th Amendment went into effect earlier that very same year. What's the 17th Amendment, you ask? It changed how Senators were elected from being chosen by State legislatures to being elected by popular public vote. There's just no way that a Senate still accountable to the politicians of individual States would have okay'd a national central bank - relinquishing what had up until then been a power exclusively reserved to the individual States.
