The internet censors and the Kirk's assassin share a lot in common. Both work hand in hand. It's actually not difficult to understand how censorship produces to exact opposite of what it claims to prevent - violence.
I am sure Kirk understood this, and this is what he's trying to convey in this interaction. This probably also explains why he embarked on tours like this one, tragically!
