Is a the witness field generally larger in spam txns or financial ones? If larger, why does bitcoin give spam a discount? If smaller, the spam fees are in consequential.

Wrong. Putting spam on bitcoin is not a "right." Since spam is hard to define, I'll put it like this : you don't have a right to make a financial transaction. You have a right to offer a transaction, and others have a right to refuse or not. So pay the miners and abide by the rules the node runners set forth. Or fuck off with your shitcoinery.
