Tactically speaking, I cannot understand why the civilian didn't shoot the guy after getting his weapon away form him. With no way of knowing how many folks might be out there on his side, one can't afford to spend time trying to keep track of him while looking to see what other threats exist. And, another shooter did apparently start taking shots at him from a bridge.
So, if anyone else winds up in this situation, please just shoot the bad guy and don't hesitate.
