Fellow libertarians/voluntarists - I have a question: how are questions of downstream pollution or toxins handled outside of a centralized power structure? I'm not saying that's enough to justify a strong federal govt, nor that it's working well now, but I do wonder how it might work if - say - a community is affected by something nasty thrown into the river upstream.
The closest I can come is 1) some kind of trade negotiations (or threat of boycott) or 2) civil lawsuits, but that presumes the authority of courts that all agree to.
