it makes no difference what 3-20 are because the deal asks terrorists to agree to stop being terrorists, and give up all of their leverage of terrorism and hostages. hamas is well-funded and the funding source is not eliminated; if the PLO had control of hamas, hamas would not exist. not sure why anyone thinks this is a serious thing.
