mobsters and white supremacists will still both be predators the next day after a "deal". just because someone says "it's over" has no bering on the ground psychology and ideological bents and light of time to adjust mindsets, behavior, and situation. not to mention circumstances which disallow some to comply - even if they wanted to settle.
