One last thing: you probably tried this but just in case, did you try changing your vpn location and just looking for the app in the regular App Store? Not in your previously downloaded?

Based on the events transpiring after this note, I may be too late the party. Did your get WOS back? I was able to reload it once by going to apps/my apps/apps not on this iPhone and it was listed there. You will need to have downloaded once before on your iPhone for this to work. But if you share apps with family, I’ve you could also access it from their list of apps. I learned this from someone in my family updating Netflix on and old iPad that would noun the update. I accessed the app on another device to reinstall. Worked like a charm.

Also try this if you’re still trying to get it. Set VPN to Australia and change Apple ID to Australia.
