Fun fact: Android has "Doze" mode.
If a user leaves a device unplugged and stationary for a period of time, with the screen off, the device enters Doze mode. In Doze mode, Android suspends network access, ignores wake locks, defers alarms, doesn't let sync adapters, JobScheduler and WorkManager run.
That is why your notifications don't show up unless you use Google services, which are.. shockingly.. exempt from Doze.

Since grapheneos used sandboxed Google Play services does Doze mode still work when Grapheneos is installed?
Doze is on upstream Android, not on Google's services. Maybe @Final can help. I am not sure if Google adds the exception on their flavor or if they just use a opening in AOSP.
Screen Alive saves the day. You can skill manually lock the screen,, but AFAIK it doesn't go on low resources mode. Or at least Pokey seems to be happy and delivering notifications.
degoogled is the way, graphene, calyx, iodΓ© and lineage.
