This is another great example of why securing your devices with biometrics is almost as bad as not securing them at all. For most of America's history you could easily be born, go to school, get a job, and die without the Federal Government even knowing you existed. Then the social security number arrived in 1933. At first it was a "temporary" measure to get government assistance. By the1950s you needed it to get a job. By the1970s you needed it for a bank account. Now the Federal Government is saying you need to be prepared to show proof of citzenship at anytime, anywhere. It's amazing how easily you can enslave millions of people if you just do it gradually.
