Matrix and Element are already in use by Forsäkringskassan and other agencies as part of the SAFOS collaboration platform.

Yesterday’s AWS outage highlights the importance of decentralised communications, and digital sovereignty. Governments simply cannot rely on systems with a single point of failure.
