Finally, I never really liked the Halo/Skyrim nationalist shit. I dunno, it just feels flaccid, uninspired.
I think there's a political-science argument to be made for not using fines as a method of punishing bad behavior, because the fungibility of currency provides an attractant for corruption on a scale that isn't really paralleled by power-tripping. The funding creates a perverse incentive, and an alternate avenue for funding. Caning is probably the morally and politically superior method of punishment for misdemeanors.
