What exactly is the intended “strategy” of a Strategic Bitcoin Reserve? The “strategy” of the Strategic Oil Reserve is to buy when the price is low and the supply is stable and sell when the price spikes and supply is disrupted. Bitcoin doesn’t have a supply “problem” (instead, that’s a feature). It doesn’t have an evident high price problem. The only obvious strategy so far was to use the Bitcoin Reserve to get a headline.

Don’t ‘watch’ the price of Bitcoin. Just ‘feel’ its value.
