He wasn't voted for by the people, he's not the president. But he rules everything. His word is final and no one can put themselves before him. Here in Brazil, there is also a supreme leader who doesn't rules Brazil as a theocracy. But he uses what I call "Constitucinacia". (There's no point in looking for this term because I invented it for the first time). This supreme leader in Brazil uses the laws of the constitution to manipulate and maneuver the freedom of the Brazilian people in a very intelligent way (and with the skills of a public prosecutor).
