Couldn't you just derive your keys from a deterministic seed like bip-85 then post your next and previous npubs with some spec standards? This solves the issue without creating a whole new network.

The #NJdrone dirty bomb narrative makes the most sense to me. If true, that's very concerning. I'd consider getting out of that area until more info is given to the public.
