Make no mistake though, this has nothing to do with foreign tourists, and everything to do with making sure every American is forced to ID themselves and “verify their citizenship” everywhere they go. Charging non-citizens extra probably will not even break even with the additional cost of now having to validate a person’s citizenship, but that doesn’t matter when the goal is just mandatory IDs for everyone.
