it takes me double time to read a context in all capitals. is it the same to native English speakers?

wherever I go in Europe, Italy, Spain, Turkey, Poland etc., restaurants are touting for customers. But that never happen in Germany. German restaurant owners are like I don't care if you come in or not, even better not come hahahaha
