Generally speaking, Tokyo has the best ramen shops.
If you succeed big in your prefecture, you open shop in Tokyo (Ippudo, Santoka, Ichiran, Ichigen, Tomita etc.).
There are exceptions and some of the best ramen can only be had in certain places.
Like the Asahikawa Shoyu Ramen, decades old recipe that is loved by the locals to help them make it through the cold brutal winters of Asahikawa.
