Ok, I chatted yesterday with @npub1a50u...lu4v about this (disabling RTs per account), and the TLDR is that the muted reposts would be private data, and the home timeline is generated on the AppView, which would need to have access to this private data, which wouldn't necessarily be in the same place RE:
