If Iran had military bases surrounding the US, as the US does with Iran, would anyone call the US a "threat" to Iran?
As for Iran's supposed threat to Israel, it's Israel that has nuclear weapons, assassinates Iran's nuclear scientists, has attacked Iran twice in two years (in Syria and then Tehran), and openly seeks regime change.
By contrast, Iran has previously voiced support for the 2002 Arab Peace Initiative, which offered Israel full normalization if it ends its occupation and dispossession of Palestinians. Israel rejects that and insists that no one, including Iran, resist its longstanding aggression."
