seems weird to me that the newly added base64 serialization methods in js uint8array includes an option to omit padding, yet no equivalent option to throw when decoder encounters padding

is there a concrete name for atproto's json encoding, i know that the functions internally are called `ipldToLex`, but calling it as just lex seems wrong to me (it conflicts with the lexicon schemas a little)

i thought bluesky video service would start uploading the video to the pds right as it's being scanned (JOB_STATE_SCANNING) but apparently not it does it at JOB_STATE_SCANNED
