Wait, am I supposed to row, or am I supposed to just trust the waters? Should I get out of the boat altogether? And who is steering, God or the waters i'm trusting?

Not conflicting.
You must put in the work, while also trusting God’s plan.
In other words, God helps those who help themselves.
