UK To Spend $127M in Global Race To Produce AI Chips The UK government will spend $127m to try to win a toe-hold for the nation in the global race to produce computer chips used to power artificial intelligence. From a report: Taxpayer money will be used as part of a drive to build a national AI resource in Britain, similar to those under development in the US and elsewhere. It is understood that the funds will be used to order key components from major chipmakers Nvidia, AMD and Intel. But an official briefed on the plans told the Guardian that the $127m offered by the government is far too low relative to investment by peers in the EU, US and China. The official confirmed, in a move first reported by the Telegraph, which also revealed the investment, that the government is in advanced stages of an order of up to 5,000 graphics processing units (GPUs) from Nvidia. The company, which started out building processing capacity for computer games, has seen a sharp increase in its value as the AI race has heated up. 'Demoralized' Amazon Workers Demand Data, Not Anecdotes, Supporting Return-to-Office Policy Amazon held an all-hands meeting where Adam Selipsky, head of Amazon's cloud computing business, "wouldn't give employees any data to back up the decision to require workers to come back to the office," reports the Seattle Times. "But he did have some stories to share, according to an Amazon Web Services employee who attended the all-hands meeting," with one anecdote highlighting "the serendipity" that can happen with a return to the office. For some Amazon employees, "serendipity" isn't enough. Workers who have asked the company to share data have been provided anecdotes and a consistent trope that innovation is more likely to happen in person. That has left some workers feeling demoralized, distracted and undervalued as they struggle to stay focused and motivated, according to interviews and internal communications shared with The Times. An Amazon manager, who is based on the East Coast and asked to speak anonymously to protect their job, said it is "dehumanizing," and feels as if leadership doesn't trust its employees to understand their reasoning. In Slack messages, employees anonymously posted that Amazon's decisions were "dystopian" and creating "just a horrible situation...." The company declined requests from The Times to share any data points that factored into its decision to change the remote work policy. Amazon workers have been asking the company for more information since it announced the change in February. The mandate went into effect in May... Mike Hopkins, senior vice president at Prime Video and Amazon Studios, told employees at another all-hands meeting that the return to office is working, according to a copy of his remarks Amazon shared with The Times. "I don't have data to back it up, but I know it's better...." The East Coast-based manager said they've been less productive since returning to the office. Without any cubicles or assigned workspaces, there is no privacy, they said. Anyone can overhear your phone call or peek at your monitor... Amazon contends the return has gone well, both for workers and the communities where it operates. In Seattle, Amazon's return to its South Lake Union campus has led to an 82% increase in foot traffic between May and July and an 86% increase in credit card transactions at restaurants in the neighborhood, according to data shared from Amazon. On Bill Waterson's Upcoming Book - And Why He Vanished In 1995 Bill Watterson walked away from "the madness that had consumed him for practically his entire adulthood," writes the American Conservative. Though everyone loved his Calvin & Hobbes comic strip, "I had virtually no life beyond the drawing board," he said of the years leading up to the decision... So it came as some surprise earlier this year when Watterson's publisher announced his first new book in nearly thirty years. The Mysteries is a "modern fable"... ["For the book's illustrations, Watterson and caricaturist John Kascht worked together for several years in unusually close collaboration," explains the upcoming book's web page. "Both artists abandoned their past ways of working, inventing images together that neither could anticipate — a mysterious process in its own right."] At seventy-two pages, the book itself is a slight thing, in no way a return to the daily grind of the funny pages. It is being sold exclusively in print. And, typical of Watterson, press access is limited. [Publisher] Andrews McMeel is not sending review copies until the week of its publication in early October... In the years since the strip's end, Watterson has indicated that there was something false inherent to Calvin and Hobbes, some impurity either in his approach or encoded in the strip itself that made it impossible to continue in good faith. That, combined with the fight over licensing with his syndicate, crushed him. "I lost the conviction that I wanted to spend my life cartooning," he remembers realizing in 1991, four years before he ended the strip. Beyond stray comments such as this one, he has never forthrightly explained where exactly he went wrong. But I think I have an explanation... "Work and home were so intermingled that I had no refuge from the strip when I needed a break," Watterson recalls. "Day or night, the work was always right there, and the book-publishing schedule was as relentless as the newspaper deadlines. Having certain perfectionist and maniacal tendencies, I was consumed by Calvin and Hobbes." By Watterson's own admission, he cannot accurately recall a whole decade of his life because of his "Ahab-like obsession" with his work. "The intensity of pushing the writing and drawing as far as my skills allowed was the whole point of doing it," he says. "I eliminated pretty much everything from my life that wasn't the strip." While Watterson's wife, Melissa Richmond, organized everything around him, he furthered his isolation, burrowing ever more deeply into the strip's world. There was no other way, he believed, to keep its integrity absolute. "My approach was probably too crazy to sustain for a lifetime," he says, "but it let me draw the exact strip I wanted while it lasted...." But Watterson had designed a world for himself so self-contained that any disruption could mean its destruction: "I just knew it was time to go." This much became clear in the middle of the licensing fight. It took up so much of his energy that he lost his lead time on the strip and found himself in a situation where he was drawing practically every single comic on press night. After a few weeks of this, he broke down. "I was in a black despair," he says. "I was absolutely frantic. I had to publish everything I thought of, no matter what it was, and I found that idea almost unbearable." His wife saw him spiraling out of control and drew up a schedule that helped him slowly, over the course of six months, rebuild his lead time. Not long after, Watterson crashed his bike, bruised a rib, and broke a finger. He was so afraid of losing his lead again that he propped his drawing board on his knees in his sickbed and drew anyway. That freaked him out, too, and so gradually he scaled his life down to the point where nothing unpredictable could happen... Watterson compares ending Calvin and Hobbes to reaching the summit of a high mountain... He had no desire to return whence he came. And he couldn't go any higher; no one can ascend into the air itself. So he took his next best option. Rust Users Push Back as Popular 'Serde' Project Ships Precompiled Binaries "Serde, a popular Rust (de)serialization project, has decided to ship its serde_derive macro as a precompiled binary," reports Bleeping Computer. "The move has generated a fair amount of push back among developers who worry about its future legal and technical implications, along with a potential for supply chain attacks, should the maintainer account publishing these binaries be compromised." According to the Rust package registry, crates.io, serde has been downloaded over 196 million times over its lifetime, whereas the serde_derive macro has scored more than 171 million downloads, attesting to the project's widespread circulation... The Serde ecosystem consists of data structures that know how to serialize and deserialize themselves along with data formats that know how to serialize and deserialize other things," states the project's website. Whereas, "derive" is one of its macros... Some Rust developers request that precompiled binaries be kept optional and separate from the original "serde_derive" crate, while others have likened the move to the controversial code change to the Moq .NET project that sparked backlash. "Please consider moving the precompiled serde_derive version to a different crate and default serde_derive to building from source so that users that want the benefit of precompiled binary can opt-in to use it," requested one user. "Or vice-versa. Or any other solution that allows building from source without having to patch serde_derive... Having a binary shipped as part of the crate, while I understand the build time speed benefits, is for security reasons not a viable solution for some library users." Users pointed out how the change could impact entities that are "legally not allowed to redistribute pre-compiled binaries, by their own licenses," specifically mentioning government-regulated environments. The official response from Serde's maintainer: "The precompiled implementation is the only supported way to use the macros that are published in serde_derive. If there is implementation work needed in some build tools to accommodate it, someone should feel free to do that work (as I have done for Buck and Bazel, which are tools I use and contribute significantly to) or publish your own fork of the source code under a different name. Record Companies Sue Internet Archive For Preserving Old 78 Rpm Recordings Long-time Slashdot reader bshell shared this announcement from the Internet Archive: Some of the world's largest record labels, including Sony and Universal Music Group, filed a lawsuit against the Internet Archive and others for the Great 78 Project, a community effort for the preservation, research and discovery of 78 rpm records that are 70 to 120 years old. The project has been in operation since 2006 to bring free public access to a largely forgotten but culturally important medium. Through the efforts of dedicated librarians, archivists and sound engineers, we have preserved hundreds of thousands of recordings that are stored on shellac resin, an obsolete and brittle medium. The resulting preserved recordings retain the scratch and pop sounds that are present in the analog artifacts; noise that modern remastering techniques remove. "The labels' lawsuit said the project includes thousands of their copyright-protected recordings," reports Reuters, including Bing Crosby's "White Christmas" and Chuck Berry's "Roll Over Beethoven." "The lawsuit said the recordings are all available on authorized streaming services and 'face no danger of being lost, forgotten, or destroyed.'" The labels' lawsuit filed in a federal court in Manhattan said the Archive's "Great 78 Project" functions as an "illegal record store" for songs by musicians including Frank Sinatra, Ella Fitzgerald, Miles Davis and Billie Holiday. They named 2,749 sound-recording copyrights that the Archive allegedly infringed. Publishers, Internet Archive Agree To Streamline Digital Book-Lending Case An anonymous reader quotes a report from Reuters: The Internet Archive and a group of leading book publishers told a Manhattan federal court on Friday that they have resolved aspects of their legal battle over the Archive's digital lending of their scanned books. If accepted, the consent judgment would settle questions over potential money damages in the case and the scope of a ban on the Archive's lending and would clear the way for the Archive to appeal U.S. District Judge John Koeltl's decision that it infringed the publishers' copyrights. The proposed order would require the Archive to pay Lagardere SCA's Hachette Book Group, News Corp's HarperCollins Publishers, John Wiley & Sons and Bertelsmann SE & Co's Penguin Random House an undisclosed amount of money if it loses its appeal. The order would also permanently block the Archive from lending out copies of the publishers' books without permission, pending the result of the appeal. They asked Koeltl to resolve a dispute over whether the order will apply only to the publishers' books that are already available for electronic licensing or books commercially available in any format. The Internet Archive said in a blog post that the fight was "far from over," and founder Brewster Kahle said in a statement that "we must have strong libraries, which is why we are appealing this decision." Illinois Just Made It Possible To Sue People For Doxxing Attacks An anonymous reader quotes a report from Ars Technica: Last Friday, Illinois became one of the few states to pass an anti-doxxing law, making it possible for victims to sue attackers who "intentionally" publish their personally identifiable information with intent to harm or harass them. (Doxxing is sometimes spelled "doxing.") The Civil Liability for Doxing Act, which takes effect on January 1, 2024, passed after a unanimous vote. It allows victims to recover damages and to request "a temporary restraining order, emergency order of protection, or preliminary or permanent injunction to restrain and prevent the disclosure or continued disclosure of a person's personally identifiable information or sensitive personal information." It's the first law of its kind in the Midwest, the Daily Herald reported, and is part of a push by the Anti-Defamation League (ADL) to pass similar laws at the state and federal levels. ADL's Midwest regional director, David Goldenberg, told the Daily Herald that ADL has seen doxxing become "over the past few years" an effective way of "weaponizing" the Internet. ADL has helped similar laws pass in Maryland, Nevada, Oregon, and Washington. [...] The law does not involve criminal charges but imposes civil liability on individuals who dox any Illinois residents. Actions can also be brought against individuals when "any element" of a doxxing offense occurs in the state. [...] Goldenberg told Ars that the Illinois law was written to emphasize not how information was found and gathered by people seeking to dox others, but on what they did with the information and how much harm they caused. The law might need less updating as the Internet evolves if it doesn't focus on the methods used to mine personally identifiable information. "The reality is that those who are using the Internet to spread hate, to spread misinformation, to do bad are pretty nimble and technology changes on a near daily basis," Goldenberg told Ars. Microsoft Shuts Down Cortana App On Windows 11 Microsoft is rolling out a new update for Windows 11 that disables the digital assistant Cortana. The Verge reports: If you attempt to launch Cortana on Windows 11 you'll now be met with a notice about how the app is deprecated and a link to a support article on the change. Microsoft is now planning to end support for Cortana in Teams mobile, Microsoft Teams Display, and Microsoft Teams Rooms "in the fall of 2023." Surprisingly, Cortana inside Outlook mobile "will continue to be available," according to Microsoft. Microsoft is now working on Windows Copilot, a new sidebar for Windows 11 that is powered by Bing Chat and can control Windows settings, answer questions, and lots more. 'The Open Source Licensing War is Over' It's time for the open source Rambos to stop fighting and agree that developers care more about software's access and ease of use than the purity of its license, reads a piece on InfoWorld. From the report: The open source war is over, however much some want to continue soldiering on. Recently Meta (Facebook) released Llama 2, a powerful large language model (LLM) with more than 70 billion parameters. In the past, Meta had restricted use of its LLMs to research purposes, but with Llama 2, Meta opened it up; the only restriction is that it can't be used for commercial purposes. Only a handful of companies have the computational horsepower to deploy it at scale (Google, Amazon, and very, very few others). This means, of course, it's not "open source" according to the Open Source Definition (OSD), despite Meta advertising it as such. This has a few open source advocates crying, Rambo style, "They drew first blood!" and "Nothing is over! Nothing! You just don't turn it off!", insistent that Meta stop calling Llama 2 "open source." They're right, in a pedantic sort of way, but they also don't seem to realize just how irrelevant their concerns are. For years developers have been voting with their GitHub repositories to pick "open enough." It's not that open source doesn't matter, but rather it has never mattered in the way some hoped or believed. More than 10 years ago, the trend toward permissive licensing was so pronounced that RedMonk analyst James Governor declared, "Younger [developers] today are about POSS -- post open source software. [Screw] the license and governance, just commit to GitHub." In response, people in the comments fretted and scolded, saying past trends like this had resulted in "epic clusterf-s" or that "promiscuous sharing w/out a license leads to software-transmitted diseases." And yet, millions of unlicensed GitHub repositories later, we haven't entered the dark ages of software licensing. Open source, or "open enough," software now finds its way into pretty much all software, however it ends up being licensed to the end user. Ideal? Perhaps not. But a fact of life? Yep. In response, GitHub and others have devised ways to entice developers to pick open source licenses to govern their projects. As I wrote back in 2014, all these moves will likely help, but the reality is that they also won't matter. They won't matter because "open source" doesn't really matter anymore. Not as some countercultural raging against the corporate software machine, anyway. Virgin Galactic Successfully Flies Tourists To Space For First Time An anonymous reader quotes a report from The Guardian: Virgin Galactic's VSS Unity, the reusable rocket-powered space plane carrying the company's first crew of tourists to space, successfully launched and landed on Thursday. The mission, known as Galactic 02, took off shortly after 11am ET from Spaceport America in New Mexico. Aboard the spacecraft were six individuals total -- the space plane's commander and former Nasa astronaut CJ Sturckow, the pilot Kelly Latimer, as well as Beth Moses, Virgin Galactic's chief astronaut instructor who trained the crew before to the flight. The spacecraft also carried three private passengers, including the health and wellness coach Keisha Schahaff and her 18-year-old daughter, Anastasia Mayers, both of whom are Antiguan. [...] Galactic 02 is a suborbital flight. However, despite VSS Unity not reaching orbit, the trajectory allows passengers to experience several minutes of weightlessness at an altitude high enough for them to see the Earth's curvature, Space.com explains. Following liftoff, Virgin Galactic's carrier plane VMS Eve transported VSS Unity to an altitude of about 44,300ft. Eve then dropped Unity which then fired its own rocket motor and ascended to suborbital space. Passengers aboard experienced approximately 3Gs. Live footage inside the spacecraft showed the passengers unstrapping themselves from their seats and peering out down to earth through the windows as they floated throughout the spacecraft. Despite Galactic 02 being Virgin Galactic's second commercial spaceflight mission, it is the first flight to carry private customers. In June, Galactic 01 carried three crew members from the Italian air force and the National Research Council of Italy. According to Virgin Galactic, the company has already booked a backlog of about 800 customers. Tickets have ranged from $250,000 to $450,000.
