"The Office of Personnel Management (OPM), run by the former managing partner of venture capital firm Andreessen Horowitz, Scott Kuper, is essentially creating a permanent replacement for DOGE called the “Tech Force.” DOGE was about freeing national data silos so that they could be consumed by AI. The very first agency taken over by DOGE was the OPM, and it has remained at the heart of the Technocrat takeover of America. The “Tech Force” will be modeled after a military draft, in which young tech recruits will serve for 2 years at lower pay, after which big tech companies can hire them. Members of the Tech Force will be spread around government agencies to reinforce the remnants of the 120+ DOGE teams. Their mission is to drive AI into every corner of the government. The first cohort of Tech Force recruits will include 1,000 inductees in the first year, with the rate continuing at 1,000 per year thereafter. A memo sent out by Scott Kuper to “Heads of Departments and Agencies” on December 15 gives credit to Trump’s AI Action Plan: President Trump’s AI Action Plan calls for the Federal government to “[c]reate a talent exchange program designed to allow rapid details of Federal staff to other agencies in need of specialized AI talent (e.g., data scientists and software engineers).” Additionally, the Merit Hiring Plan directs the Federal government to build pipelines of high-skilled early career and technology talent. It specifically calls for the Federal government to “build fellowship programs and professional/industry exchange programs that connect government employers with top private sector talent” and expand Federal internship programs.
