No, they're banning Christian missionary zealots who want to do nothing but convert... We have a huge problem with this here in Australia also, they target vulnerable people for conversion and don't give a shit about helping them... I used to work for a University and lived near campus, and every year near exam time they'd turn up and knock on all the doors trying to find vulnerable stressed international students to convert. You wouldn't see them at any other time, even though they were struggling throughout the year with money for rent and food. Meanwhile the Muslim students would invite non Muslim students to share in meals all the time, especially the feast of Eid al-Fitr, with no discussion of religious conversion.
