The problem with these studies and articles, is that they are part of the problem, they never mention the elephant in the room, poverty is an extremely profitable industry for the wealthy, this is why it has been an issue for ever despite for a large majority of human history there have been more than enough resources for everyone. The system, whether it be fines (e.g. overdraft), loans, or pricing policies (e.g. hire-purchase), is designed specifically to maintain the status quo and punish those that need help the most, while government purchase/rebate assistance programs are aimed at rewarding those who have enough money already to pay for something in order to get the rebate. Also most notably those with the money to benefit from schemes like free university education, are the first ones to pull the ladder up after them once they are in positions of power. Is it cheaper to end poverty than to maintain it? Research says yes
