He responds to this by denying them the sort of publicity that they expect to get if they commit a massacre. It is in the same spirit that I refuse to respond to the mass killer

 Journalists in Russia report that commanders are torturing or killing soldiers who refuse suicide missions. I would expect that the reason these commanders are not punished is that they are doing what Putin wants them to do.
