Is there a good way (in #Gnome) to prevent dialogs from background apps from popping up in the foreground, stealing focus? A search turns up people complaining about this for 10+ years, but no reliable solutions.

Trying to track down a famous satirical quote (maybe attributed to Stalin?!), along the lines of, "If the people choose the wrong leader, the leader must elect a new people" Not quite that (obvs) but close. Anyone know what I'm thinking of?
