After testing out a few more belts, this is my budget concealment belt recommendation:

It's a tad less comfortable but five times less expensive than the Hunter Constantine belt. The nylon is stiff enough that it doesn't need a sheet metal strip in the front to support appendix carry like the HC belt does, but is stretchy enough that it's not uncomfortable getting in and out of the car.
